Cada día, las acciones que emprende el Gobierno del Distrito Federal disfrazadas de buenas políticas públicas son menos entendibles. Por un lado, hemos sido abatidos por alzas en el pago de servicios y nuevos cobros, como ya hemos mencionado en colaboraciones anteriores; por el otro, nos quieren hacer creer que les preocupa que a la gente no le alcance para pagar sus impuestos o el cobro de los malos servicios que nos brinda la autoridad capitalina.

Sin lugar a duda, los mensajes que nos mandan constantemente son contradictorios; en un primer momento sostienen que los recursos públicos se han visto afectados por la disminución de las participaciones federales y, posteriormente, condonan el pago de multas y recargos a los contribuyentes que no cumplen a tiempo con sus obligaciones fiscales.

Hemos constatado, además, la falta de disposición del gobierno capitalino para cumplir las obligaciones que ha contraído con empresas que le prestan diversos productos y servicios. Decenas de empresas y de trabajadores han tenido que enfrentar retrasos en sus pagos desde hace ya varios meses, lo que ha provocado malestar y suspensión de servicios como el traslado de la basura al Bordo Poniente y hasta el embargo de cuentas para cubrir el pago de prestaciones laborales.

Las medidas anunciadas por el gobierno para facilitar el pago de impuestos y apoyar a los hogares que se vieron afectados por la crisis de 2008 no son vistas como tal y, por el contrario, se han leído como acciones adoptadas en beneficio de los morosos y como decisiones electoreras que pueden ocasionar que en un futuro los contribuyentes dejen de cumplir con sus obligaciones fiscales esperando algún beneficio o condonación. Además, han causado problemas y retrasos a los contratistas de la administración local que llevan mucho tiempo esperando el pago de las contraprestaciones pactadas.

Resulta apremiante que las autoridades del Gobierno del Distrito Federal dejen los dobles discursos de lado cuando de finanzas públicas se trata. Si que establezca exenciones o condonaciones pero con base en criterios técnicos que se hagan del conocimiento público al inicio de cada ejercicio fiscal. Con ello se evitará que el gobierno continúe cambiando de manera irregular y desordenada sus políticas recaudatorias, enviando señales claras sobre las disposiciones que deberán acatar los ciudadanos.

Es imprescindible también que haya una mayor claridad en el manejo de los recursos públicos, especialmente de los ingresos excedentes que se han obtenido durante los últimos años, así como de las participaciones y aportaciones federales que han ido en aumento, pues contrario a lo que han alegado algunos funcionarios locales, en los últimos 4 años se ha presentado un aumento de 14 por ciento en el monto de estos recursos.
