Las autoridades se interesan más por hacer negocios con las empresas inmobiliarias constructoras, que por tomar en cuenta la problemática urbana que se presenta en esta demarcación.
La mayoría de las denuncias y quejas de líderes de varios comités vecinales se refieren a todo aquello que tiene que ver con las prácticas de cambios de uso de suelo, corrupción y tolerancia de funcionarios. Por ejemplo, esto los padecemos en las colonias Nápoles, Ampliación Nápoles, Noche Buena, Ciudad de los Deportes, Extremadura Insurgentes y San Pedro de los Pinos, Del Valle, Portales, Santa Cruz Atotoyac, Centro Deportivo Coyoacán, Xoco, Letrán Valle, San Simón Ticumac, Del Carmen, Zacahuitzico, Miravalle, Ermita, Piedad, Narvarte, Atenor Salas, Álamos, Narvarte, Vertiz Narvarte, Independencia, Periodistas, Francisco Zarco, Niños Héroes, Américas Unidas, Josefa Ortiz de Domínguez, Miguel Alemán, Portales, Nativitas, Villa de Cortés, Iztaccihuatl y Moderna.
Las inmobiliarias, con base en el visto bueno de las autoridades delegacionales, levantan edificios departamentales y unidades habitacionales – de más de cinco pisos -- sin prever la infraestructura necesaria y elemental, como son servicios de agua potable, cajones para el estacionamiento de automóviles. Mucho menos la de cubrir otro tipo de necesidades más apremiantes como la creación de más áreas verdes y mantener las ya existentes. La relación de negocios entre autoridades de la demarcación y las empresas, tiene prioridad, a sabiendas que los intereses entre ambas partes, generan no solamente violaciones a las normas de desarrollo urbano, sino que rompen con el ambiente urbano, rompen con los diseños de la arquitectura propios de la delegación.
A nuestras manos llegó un documento de quejas y denuncias que dieron a conocer dirigentes de colonias, con lo que cuestionan el Programa Parcial de Desarrollo Urbano 2010 (PPDU), que se aplica en Benito Juárez. Estos representantes de vecinos de las seis colonias que ya hemos citado, hacen más de 15 observaciones. Proponen que se cancele dicho programa; que se diseñe un verdadero proceso participativo que tome en cuenta a los vecinos de Benito Juárez; y que se genere un proyecto que sea el resultado de un diálogo y consenso de los diversos agentes sociales.
En aras de un supuesto desarrollo urbano, que responda a la modernización de esquemas y diseños en ingeniería y arquitectura, insistimos, autoridades y empresas soslayan y desconocen criterios establecidos, no les importa la conservación y tradición urbana que, desde hace varias décadas, define distintas zonas de la demarcación. La violación de reglas en uso de suelo, de manera definitiva, ha modificado de manera negativa la vida de las familias de esta delegación.
Coordinadores de los comités vecinales refieren que el PPDU tiene una orientación estratégica unidimensional, que da preferencia al sector inmobiliario; no menciona ni toma en cuenta acuerdos alcanzados en materia climática; hace a un lado los intereses de los habitantes , que en su momento decidieron vivir en sus colonias por ser residenciales y tranquilas. Asimismo, se quejan porque la aprobación del PPDU significa un fuerte deterioro de la calidad de vida de los vecinos; el programa no valora ni aprovecha el capital humano; utiliza los conceptos de calidad de vida y sustentabilidad en un diagnóstico, sin previamente definir, con lo que su significado carece de cualquier validez. Por lo anterior, afirman que el PPDU no cumple con las características necesarias para impulsar el desarrollo sustentable en la comunidad de ese número de colonias.
Por ello, nuestro propósito es destacar que para la implementación de todo proyecto o programa urbano – lo mismo que para el destino de los presupuestos -- se requiere tomar en cuenta el punto de vista de la gente, en este caso de la sociedad que puebla las diferentes colonas en Benito Juárez. De la misma forma, coincidimos con los coordinadores, quienes hacer ver que en políticas públicas de desarrollo urbano, se aspira trasladar a Benito Juárez, el esquema de diseño que se da en Santa Fe, Polanco (Yuppie City), y Centro Mundial de Intercambio Comercial (servicios y bancos), con viviendas multifamiliares “high-end (alto prestigio y precio) en edificios de alta densidad.
Con este modelo de construcciones se confirma que en Benito Juárez lo trascendental son los negocios, la calidad de las utilidades en el corto y mediano plazo. Todo en sacrificio de ambiente urbano, que conlleva desdibujar la calidad de vida de la gente que tiene su habitat en esta parte de la gran capital. Por eso, estamos de acuerdo en la necesidad de que nuestros legisladores, tanto del Senado como de la Cámara de Diputados, se avoquen a discutir y aprobar reformas, con el objetivo fundamental de corregir políticas que afectan el medio urbano de las delegaciones y, lo más importante, conlleven a que se sigan violando las normas de uso de suelo en Benito Juárez.
