El comercio informal en la delegación Benito Juárez, se ha incrementado en los años recientes debido principalmente a la falta de oportunidades de empleo. Por ello, nos parece contradictorio que en su V Informe de Gobierno, Marcelo Ebrard haya señalado que “la tasa de desempleo en la ciudad se está reduciendo más aceleradamente en 2011, que en ninguna otra entidad del país”.
En este tema consideramos que son falsedades que en su V y último Informe el Jefe de Gobierno del DF, cuando dijo: “Hoy nuestra ciudad de México, es la principal generadora de empleo a nivel nacional”. Entonces ¿cómo se explica que el comercio informal tenga una mayor presencia no sólo en Benito Juárez, sino en las otras 15 demarcaciones?
Durante su informe, el jefe de GDF magnificó la implementación de los programas de desarrollo urbano dispuestos desde el inició de su administración. En este caso, dio prioridad a los datos relacionados con las obras de infraestructura; pero no se refirió al malestar de la sociedad, que se queja debido al desorden que prevalece en las principales vialidades de nuestra capital.
Esta anarquía en la construcción de obras, ha impactado en Benito Juárez, de manera severa, convirtiéndolo en un problema que, por lo menos, en esta administración no tendrá solución. Desde luego que Ebrard, en su informe, no hizo mención alguna de las acciones que han prevalecido para violar las reglas de uso de suelo en las delegaciones.
En su informe, nos llamó la atención cuando indicó que su gobierno se ha propuesto “reducir la desigualdad para sentar las bases de un futuro distinto”. En este punto, parece que el jefe de GDF no está enterado de los datos del INEGI. Esta institución ha dado a conocer resultados que indican que no ha sido posible reducir la pobreza ni con sus 450 programas sociales que presume, que por cierto en un estudio de la UNAM, se observó que sólo 74 funcionan, no al 100 por ciento, pero funcionan. Algunos partidos, como el PRI, coinciden con el INEGI, pues el país cuenta con casi 54 millones de personas en estado de pobreza, la desigualdad genera más comercio informal y más pobreza.
El Ejecutivo local también presumió sobre la modernización de la red del transporte público y extensión del servicio colectivo. Destacó como un gran logro la regulación y ordenamiento de publicidad exterior, mejor conocida como espectaculares, pero no dijo que esta supuesta regulación se la otorgó a una de las principales empresas que cuentan con más espectaculares en la ciudad que encabeza Ricardo Escoto. Tal vez se le olvido pero ¿Qué no se ha dado cuenta que las principales calles y avenidas de la ciudad están invadidas de carteles y mantas de políticos perredistas y panistas? que ya se adelantaron a las campañas electorales, violando así lo que establece el IEDF.
“Preparamos el plan de inversión y decisiones necesarias para garantizar el abastecimiento de agua en la ciudad”. En este punto, vemos que en Benito Juárez, la construcción de nuevos complejos habitacionales, cuando las familias llegan a vivir en sus departamentos ¡se dan cuenta que no hay agua! Y, desde luego, también descubren que ¡no existen cajones para estacionamiento! Por decir lo menos y en el mejor de los casos. Cuestionar el V Informe del GDF da para más, por ejemplo, la inseguridad; la falta de médicos en hospitales, y clínicas; el drenaje profundo y las inundaciones, sin soslayar lo relativo a la supervía.
