El agravio es doble porque se emite un certificado falso y, al mismo tiempo, con él se permite una obra ilegal. Cómo siempre la pregunta es quién se beneficia de estas violaciones. Lógicamente los que edifican y los funcionarios delegacionales que actúan de manera corrupta y contra el interés de la comunidad. Ellos son los responsables.
Entre pasmados e incrédulos, los vecinos de la delegación presenciamos la construcción desmedida de edificios, comerciales y habitacionales, que afectan notablemente la vida de los juarenses. Cotidianamente, la afectan en la reducción, e incluso el corte, por horas o días en el suministro de agua, el cierre de calles sin aviso oportuno, el ruido excesivo en altas horas de la noche y la tala de árboles. Estas son afectaciones que lesionan nuestra calidad de vida. Pero hay otra afectación, más lenta pero quizá de mayores implicaciones, porque compromete el patrimonio de las familias.
¿Te has preguntado, vecino, cuánto afecta esta forma de desarrollo urbano el valor de las propiedades que queremos heredar a nuestros hijos?. Esta forma de organizar el crecimiento de nuestra delegación es excluyente, porque beneficia a un pequeño pero poderoso grupo de inversionistas inmobiliarios y de funcionarios corruptos e impide a los vecinos los beneficios actuales y futuros de nuestra inversión. Vecinos de años y vecinos nuevos -quienes cumplen el sueño de vivir en la delegación con mayor nivel de desarrollo humano del país- a la vuelta de pocos años nos veremos en medio de un ambiente deteriorado y en propiedades que perderán valor. Por ello, proponemos reducir la discrecionalidad de los funcionarios delegacionales al: 1) involucrar a los vecinos con formas efectivas de consulta ciudadana y de contraloría ciudadana; 2) terminar con la impunidad de quienes han abusado de su poder arriesgando la integridad, el patrimonio y hasta la vida de los vecinos al no respetar las normas de seguridad en las construcciones; 3) recuperar el espacio público en general, nuestras banquetas, los camellones y los parques para desarrollar el esparcimiento, la creatividad y la actividad de niños, jóvenes y personas mayores; 4) promover el transporte público de calidad para desalentar el uso del automóvil entre quienes sólo trabajan en la delegación a fin de frenar el grave problema de falta de estacionamientos; 5) invertir en el mejoramiento de los servicios de agua, drenaje y electricidad para satisfacer la demanda de servicios y disminuir el alto impacto ambiental y social de estos servicios en nuestras colonias.
