DF: Crece la delincuencia

De acuerdo a la Encuesta Nacional sobre Inseguridad 2010 del INEGI, el Distrito Federal es la entidad con mayor tasa de incidencia delictiva al reportar 28,718 delitos por cada 100 mil habitantes, seguida por el Estado de México con 14,769 delitos.

Tomando en cuenta el número de averiguaciones previas registradas anualmente, se observa que el número de delitos de alto impacto se ha incrementado de manera constante a partir del año 2006, al pasar de 55,569 a 62,993 en el 2010. Lo mismo ha pasado con los homicidios dolosos que han aumentado de 646 a 811 cada año, mientras que el número de robos y de delitos sexuales han aumentado alrededor de un 50%.

Lo anterior aunado al alto nivel de percepción de inseguridad por parte de la ciudadanía, deben ser motivo suficiente para que las autoridades encargadas de la seguridad de los capitalinos realicen una autocrítica al interior de su ejercicio y analicen lo que hasta la fecha no se está haciendo bien.

Si bien es cierto que la percepción ciudadana es lo más difícil de cambiar, el hecho de que la gente ya no se sienta segura en las calles, no es un asunto irreal. La percepción que tienen los capitalinos sobre el tema de la seguridad pública es preocupante, pues sólo el 13.7% de la población se siente segura en la ciudad, mientras que el 84.6% se siente insegura.

Más preocupante aún resulta que por cuestiones de inseguridad, los capitalinos han dejado de realizar alguna o algunas de las siguientes actividades cotidianas: Tres millones y medio han dejado de salir de noche; dos millones han dejado de visitar parientes y amigos; dos millones cuatrocientos mil han dejado de tomar taxi y tres millones trescientos mil ya no llevan dinero en efectivo.

Considero que una de las principales acciones por emprender es fomentar, con acciones claro, la confianza en los elementos policiales. Por ello, es que se debe reforzar la aplicación de evaluaciones permanentes de control de confianza al personal de las instituciones policiales de procuración de justicia y centros de readaptación.

Al respecto tenemos que a noviembre de 2010, en el DF sólo se habían certificado 9,041 elementos de 95,861, lo que representa tan sólo el 9% del universo total a evaluar. Mientras que estados como Nuevo León y Puebla han certificado más del 20%.

Es así que con estos y muchos otros datos, no podemos permitir que nuestras autoridades minimicen el tema de la inseguridad en la capital; que rechacen cualquier otro dato que revele el incremento de la incidencia delictiva, o bien, que dejen al descubierto la ineficacia de estas dependencias.
