El pleno de la Asamblea Legislativa del Distrito Federal (ALDF) echó por tierra este martes de manera unánime el proyecto de Plan Parcial de Desarrollo Urbano para las colonias y Nápoles, Ampliación Nápoles, Nochebuena y Ciudad de los Deportes, que ampliaba el uso de suelo a comercial y la construcción de edificios más grandes que los permitidos en la mayor parte de la delegación Benito Juárez, donde están restringidos a sólo tres niveles.
El proyecto frustrado, que había sido inicialmente aprobado por la comisión de Desarrollo e Infraestructura Urbana de la propia ALDF pese al rechazó por las agrupaciones vecinales, habría permitido, por ejemplo, que la Segunda Cerrada de Arizona de la colonia Nápoles –una callecita de apenas ocho metros de ancho— se podrían construir edificios de una altura de 16 metros, es decir, unos cinco pisos; y en la avenida Porfirio Díaz de la colonia Nochebuena habría construcciones de hasta 16 pisos.
Libre en el Sur publicó en su edición impresa de junio pasado que la Secretaría de Desarrollo Urbano y Vivienda (Seduvi) y la Delegación Benito Juárez, habían manifestado la viabilidad de ese proyecto a partir de una “consulta ciudadana” que sólo recogió la opinión de 154 personas, entre el 3 de noviembre y el 14 de diciembre de 2010, mismas que “tuvieron acceso al documento y planos temáticos del diagnóstico, la imagen objetivo, la estrategia de ordenamiento territorial y las acciones estratégicas”. De ellas se recibieron 292 opiniones, pero sólo se incorporaron al proyecto el 23 por ciento, pues las demás resultaron “improcedentes”. Ante ello, los coordinadores de los comités ciudadanos de Nápoles, Pablo Niebla; Ampliación Nápoles, Silvana Aguado; Nochebuena, Rocío Carrillo, y Ciudad de los Deportes, Candelaria Trejo, así como Héctor Rojas, de Extremadura Insurgentes, se reunieron con los diputados juarenses del PAN, Federico Manzo y Fernando Rodríguez Doval, quienes hoy votaron también contra el dictamen.
Resultó clave la comunicación por Twitter entre Héctor Rojas y la dirigente de la asociación Reinventemos Benito Juárez, Leticia Varela, quien influyó en la mayoría perredista de la ALDF para que el proyecto fuera rechazado. Por su parte, Alejandro Zapata, vocero del PRI capitalino, gestionó ese rechazo con los diputados locales de su partido.
Rojas comentó en entrevista que es necesario expresar un reconocimiento a Guillermo Sánchez, presidente de la comisión de Desarrollo e Infraestructura Urbana de la Asamblea, “pues hoy se fajó los pantalones en la tribuna y tuvo la sensibilidad para rectificar después de escucharnos”.
