Lluvias: Peligro en las barrancas

La época de lluvias está por llegar. Los efectos provocados por el cambio climático se dejan ver aquí en el Distrito Federal en distintas épocas del año, por lo que más que nunca debemos tomar precauciones sobre todo, aquellas personas que viven en zonas de alto riesgo como son las barrancas que hay en la capital.

Según datos de la Secretaría de Medio Ambiente existen en la capital 99 barrancas localizadas en 15 microcuencas. Dentro de ellas se ha detectado una gran erosión y contaminación que no sólo representa un riesgo potencial de hundimientos, agrietamientos y deslizamientos de los terrenos, sino que también han ocasionado la desaparición de especies endémicas y hasta la modificación del clima de la ciudad, pues según el Centro de Ciencias de la Atmósfera de la UNAM la deforestación del suelo de conservación ha provocado un aumento de temperatura 7 veces mayor que el promedio global (PAOT, 2004).

La Procuraduría Ambiental y del Ordenamiento Territorial no cuenta con información actualizada al respecto, pues en un documento que entregó a la Asamblea Legislativa en 2010 todavía hace alusión a datos de 1998, de acuerdo a los cuales alrededor de 3 mil familias habitan en zona de barrancas, siendo 11 mil las viviendas irregulares que se encuentran en zonas de riesgo inminente.

Por otro lado, otro estudio realizado por el Politécnico Nacional, advierte que en el Distrito Federal se tienen registrados 600 sitios de alto riesgo ubicados en cauces de ríos, laderas y barrancas, principalmente en las delegaciones Álvaro Obregón, Cuajimalpa, Magdalena Contreras, Tlalpan, Iztapalapa, Xochimilco, Milpa Alta, Tláhuac y Gustavo A. Madero.

La prevención de desastres y el rescate de las barrancas sólo podrá ser posible si se cambia la visión que de ellas tiene la población. Es decir, deben dejar de ser vistas como lugares que no pertenecen a nadie para ser consideradas elementos fundamentales de nuestros ecosistemas.

Es cierto que se han emprendido acciones encaminadas a solucionar estos problemas pero aún no se desarrollan políticas públicas articuladas. Muestra de ello es que hasta ahora se han decretado 5 barrancas como áreas de valor ambiental quedando 39 que esperan dicha declaratoria para contar con un marco más adecuado de protección.

A reserva de que la Asamblea Legislativa destine los recursos necesarios para que cada una de las Delegaciones cumpla con estas tareas, resulta imprescindible emprender programas permanentes de reforestación, recolección de basura y manejo adecuado de aguas negras que no sólo involucren de manera proactiva a los vecinos, sino que fortalezcan los mecanismos de coordinación intergubernamental. Asimismo, es urgente la ejecución de planes para regular los asentamientos humanos y la adopción de medidas para proteger a la población asentada en estas zonas, disminuyendo el riesgo de deslaves e inundaciones y actualizando la información con la que contamos hoy en día.
