El día 18 de mayo del 2011 los diputados aprobaron el dictamen del Programa Parcial de Desarrollo Urbano de la Delegación Benito Juárez para las Colonias Nápoles, Ampliación Nápoles, Nochebuena y Ciudad de los Deportes.
El objetivo de este programa según líneas de la Delegación Benito Juárez es consolidarla como la demarcación con los niveles de mayor desarrollo de todo el país, con los más altos estándares de calidad en la prestación de servicios públicos, en el marco del respeto al estado de derecho, la dignidad de la persona y la acción solidaria y subsidiaria de la comunidad y las autoridades.
La comunidad de la delegación Benito Juárez y específicamente de las colonias arriba señaladas no estamos en contra de esto, también queremos un lugar mejor para vivir, sin embargo somos nosotros quienes día a día pasamos los problemas que se padecen con el aumento de población. En 2005 teníamos una densidad de población de 355,017 personas y hoy habitamos más de 851,080 personas en esta Delegación , según cifras oficiales del INEGI, situación que se ve en el deterioró de los servicios públicos como el agua, energía eléctrica, además de traer un impacto ambiental y un mayor número de autos.
Los problemas de suministro de agua se vuelven cada vez más comunes, una vez por semana se va el agua, la electricidad es cortada sin previo aviso por lo que pone en riesgo lo poco que tenemos de patrimonio, el sistema de drenaje es de los años sesenta y la forma de repararla es cubriendo las fugas con hule, no hay un mantenimiento real.
Podemos seguir nombrando los innumerables problemas, las banquetas, los camellones ocupados por automóviles sin permitir el paso peatonal, la falta de estacionamientos; sin embargo, tenemos propuestas también, porque queremos vivir en un mejor lugar. El programa Parcial de Desarrollo Urbano no está hecho a la medida de las necesidades de la comunidad pues empeora la situación en la que vivimos, ustedes se van en tres años pero nosotros nos quedamos a vivir toda la vida, con los problemas que ustedes nos habrán heredado.
Nuestra propuesta es que primero garanticen y echen andar todas las mejoras de nuestros problemas comunitarios, otorguen mantenimiento a los sistemas eléctricos y de drenaje, pongan en regla a los condominios y comercios que no cuenten con estacionamiento, garanticen que los automóviles no se estacionaran en las banquetas... Primero pongan orden en la delegación y después hablamos de construir edificios de 25 niveles.
