Ante los riesgos de perder en el proceso electoral del 2012, los delegados panista se están curando en salud argumentando que el Gobierno del Distrito Federal los ha obstaculizado en el desempeño de sus gestiones en diversos rubros. Se quejan que por la falta de recursos sus programas no han logrado aterrizar, precisamente por la escasez de presupuesto.
En el caso específico, después de tres gestiones panistas en la delegación Benito Juárez, los ciudadanos ya están desencantados debido la ineficacia administrativa de los funcionarios del blanquiazul.
Cabe recordar que el presupuesto aprobado por la Asamblea Legislativa del DF para el periodo 2011, a favor de la demarcación BJ, se estimó en mil 85 millones de pesos. Y tema que también nos preocupa, es que la demarcación registra un subejercicio de gasto estimado en más del 10 por ciento, con lo que existe incapacidad de las autoridades para ejercer el presupuesto ¡Vergüenza les debería dar!
Tal vez tratan de justificar su inminente derrota política durante el proceso electoral que se llevará a cabo el próximo año. Los habitantes de Benito Juárez nos hemos dado cuenta que las autoridades son demasiado grises en sus determinaciones. Con esto se confirma que las expectativas del PAN en esa parte de la capital, no son del todo positivas electoral y políticamente hablando.
Es cierto que las delegaciones requieren de presupuesto para aplicarlos a sus programas de desarrollo social; sin embargo, no todo el trabajo necesita de recursos, pues también es indispensable tener experiencia en la administración pública, misma de la que adolece el delegado actual en Benito Juárez. Es por eso que Mario Palacios ha salido a la calle, claro, con el objetivo de protestar, junto con otros delegados, sobre las dificultades que les viene creando el Gobierno del Distrito Federal para cumplir con su responsabilidad como autoridades.
Es decir, como dice la frase popular, los delegados panistas “se están sobando antes de que les peguen”. Aparte de que se quejan, demuestran su impericia en cargos de la administración pública. Las autoridades de la Benito Juárez pueden ser ineptas, pero de ninguna manera dejan de ser corruptas. Ejemplo de ello es que llevan varios años autorizando licencias para la construcción de edificios, violando las normas referidas al uso de piso, aparte de que han permitido el crecimiento explosivo del ambulantaje.
La misma Delegación ha reconocido que existen 24 mil negocios, de los cuales, 9 mil 600 operan de manera irregular. Estos últimos, desde luego, carecen de permiso de uso de suelo o aviso de apertura. Cuando existe falta de experiencia política para gobernar, la gente se cansa de que los funcionarios no hagan bien las cosas. Los primeros que pagan las consecuencias somos nosotros debido a la incapacidad de las autoridades.
Estos hechos se revertirán en contra del panismo del Distrito Federal; sus bonos seguirán a la baja, a pesar de que los delegados del blanquiazul señalen o justifiquen que el GDF les ha cancelado toda posibilidad de bien gobernar en las demarcaciones de la ciudad. No se equivoquen, se gobierna con hechos, no con grandes justificaciones. Benito Juárez se merece un gobierno diferente.
