La ciudad de México sufrió un colapso en sus principales vialidades debido a que cerca de 150 microbuseros salieron desde tres distintos puntos de la capital con dirección a calzada de Tlalpan y de ahí al Zócalo para protestar contra las multas fantasma, rutas piratas y taxis que prestan servicio colectivo. Más allá de la legitimidad o no de estos reclamos, o del severo problema vial, económico y laboral que esta protesta representó para miles de capitalinos, lo cierto es que el gobierno del Distrito Federal no ha sabido poner orden, ni el PRD en la Asamblea Legislativa tiene el mínimo interés por aprobar una ley para regular las marchas en la capital.

Un ejemplo de las consecuencias de una marcha desordenada, está en su impacto en las pérdidas económicas de la ciudad donde, según reporta la Cámara de Comercio de la Ciudad de México (Canaco), va de 340 millones de pesos en marchas, con duración de dos a tres horas, a 575 millones, si son de cuatro a cinco horas, y hasta de 937 millones si tardan más de cinco horas. Tan sólo en 2010 hubo más de 6 mil marchas en el Distrito Federal.

La Ciudad no puede seguir siendo rehén de los intereses políticos del PRD ni de la esquizofrenia con la que gobierna Marcelo Ebrard. Regular las marchas no debe depender de los intereses personales del jefe de Gobierno, del partido que gobierna la Ciudad, mucho menos de la mayoría que representa el PRD en la Asamblea Legislativa.

Es indispensable sumar esfuerzos y voluntades: Por primera vez existe la posibilidad de dictaminar una Ley para Regular las Manifestaciones Públicas en el Distrito Federal y al ser un tema prioritario, tenemos la obligación de garantizar ante todo, los derechos humanos de quienes transitan por la Ciudad, al tiempo de preservar los derechos de quienes desean manifestarse.

En cambio, hay otros movimientos que ni siquiera pueden congregarse en los puntos de reunión debido a la intervención de las autoridades capitalinas, como los manifestantes de la Supervía Poniente, quienes recibieron el año nuevo en medio de un enfrentamiento con granaderos enviados por el Jefe de Gobierno.

Es verdaderamente lamentable que al día de hoy no exista garantía alguna por parte del gobierno capitalino para proteger los derechos humanos de quienes transitamos diariamente por la ciudad ni la seguridad de quienes en ella se manifiestan.
