“Programa Parcial de Desarrollo Urbano”. Suena raro el nombrecito ¿verdad? Pero su intención es mortal. Digo, mortal, para las colonias Nápoles, Ampliación Nápoles, Noche Buena y Ciudad de los Deportes, que pertenecen a Benito Juárez, nuestra delegación, pues el dictamen presentado por la Comisión de Desarrollo Infraestructura Urbana de la Asamblea Legislativa del DF, no tenía como fondo dar sustentabilidad a la calidad de vida de quienes ahí habitamos, sino que pretendía otorgar un gran negocio para los desarrolladores inmobiliarios y para la propia autoridad Delegacional.
A los vecinos nos resulta perverso que una supuesta consulta que careció de información clara y oportuna (toda vez que en un universo de 23,403 personas sólo se consultó a menos de 200) haya servido para avalar un dictamen que modificaría brutalmente la vida de quienes habitamos en esas colonias. Las observaciones hechas por los comités vecinales al PPDU, fueran ignoradas en su totalidad por parte de la DBJ.
El documento que pretendían aprobar en la ALDF por considerarlo como "un instrumento indispensable para orientar el desarrollo urbano y el ordenamiento territorial”, no contempló que la población flotante en Benito Juárez hoy representa un gran problema por el déficit que existe en todos los servicios que se requieren como agua, luz, drenaje, estacionamiento y vialidades entre otros.
Los vecinos de estas colonias, conocemos la problemática que existe por la densidad demográfica, la vivimos y la padecemos a diario, y después de enviar una carta a cada uno de los 66 diputados que integran la Asamblea Legislativa del DF, sin tener respuesta alguna en ningún sentido, hemos tenido que organizarnos para crear un movimiento ciudadano y acudir al Recinto Legislativo para exigir una respuesta.
Pero ¿que no es la autoridad delegacional quien debiera encabezar esta demanda? ¿No debería ser la autoridad delegacional quien debería velar por los intereses de quienes lo eligieron? ¿Qué no son los mismos intereses de la gente que el delegado Mario Palacios gobierna? Jamás tendremos las respuestas.
Hoy queremos, desde este espacio, hacer un reconocimiento a los legisladores, que tuvieron la sensibilidad política y social de escucharnos, de atendernos, y de reconocer que con el dictamen que pretendían aprobar, lejos de beneficiar a los vecinos, los iba a afectar de manera grave en su calidad de vida y que no ayudaba, ni a orientar el desarrollo urbano, ni el ordenamiento territorial.
De esa forma, los diputados, de todos los partidos votaron en contra y por unanimidad fue desechado este autoritario dictamen. ¿Quién gana y quien pierde con esta decisión?. Estoy seguro que los vecinos saben que este es un triunfo de la ciudadanía; ganamos los vecinos porque ello nos permite conservar nuestros espacios y áreas verdes (que ya no son muchas), y que no se alterará más nuestra calidad de vida.
También creo que gana la política, porque los diputados recuperan un poco de credibilidad ante la gente que piensa que el ejercicio legislativo sólo se concentra en intereses de grupo y de partidos. Finalmente, ¿Quién pierde con esta decisión? En cuanto a negocio, credibilidad y autoridad, habrá que preguntarle a nuestro Jefe Delegacional en Benito Juárez.
El resultado que nos deja esta unión vecinal y esta decisión legislativa es la satisfacción de poderle decir a nuestro hijos o a nuestros seres queridos que el lugar en donde viven seguirá siendo conservado como hasta ahora.
