"Los vecinos deciden en Benito Juárez!, ¡No a la construcción de un CENDI en el Centro Cultural Quinta Alicia en la colonia Niños Héroes de Chapultepec!, ¡No mientan, son rateros, mentirosos, sólo escuchan cuando les conviene!, ¡Nos vienen a prometer que vamos a tener beneficios y tiene años que no quieren invertir un peso en Quinta Alicia!..."

Estas son sólo algunas de las manifestaciones que se dieron por parte de los vecinos de Benito Juárez que están cansados de estarse defendiendo de la autoridad que nosotros elegimos. “Si los vecinos no quieren, no vamos a construir un CENDI aquí, porque quienes deciden son los vecinos de la colonia”, respondió Christian Von Roerich, director general de Participación Ciudadana de la delegación Benito Juárez. En nombre del delegado Mario Palacios, él llegó acompañado de otros funcionarios para presentar un proyecto para edificar un CENDI en el lugar destinado a un circuito vial donde los niños reciben instrucción sobre cultura vial: Por cierto, uno de los cuatro existentes en toda la ciudad.

Los vecinos encararon y desmintieron las frases demagógicas del funcionario, al recordarle los casos en que Mario Palacios ha prometido todo para que los vecinos se confíen y después se vean sorprendidos con acciones autoritarias. Estamos seguros que lo que se pretende por parte del delegado es dar un albazo porque el compromiso del funcionario sólo fue de palabra, negándose a firmar una minuta de esta reunión de trabajo que, según él, solamente era de carácter informativo.

Hace 25 años, la señora Alicia Santillán de Guajardo, dueña del predio donde actualmente está el centro de cultura que lleva su nombre, lo donó. Es un terreno con una superficie de más de tres mil metros cuadrados. El lugar sirve para que adultos y personas mayores de edad convivan; ahí concurren los niños para recibir orientación vial, precisamente desde pequeños; es decir, reciben cultura para saber cómo conducir cuando tengan más edad. Con su proyecto, Mario Palacios pretende apropiarse de 680 metros cuadrados de esta casa de la cultura, aunque para construir no cuenta con los permisos correspondientes.

Pero los vecinos no están sólos. Vamos a estar con ellos defendiendo está arbitrariedad que responde sólo a intereses particulares; porque la ley está del lado del ciudadano y nadie le ha escriturado a Mario Palacios la demarcación para que la venda en partes o completa. No debe olvidar que es un servidor público. Desde aquí lo decimos: ¡No señor delegado; no se gobierna con amenazas, ni con albazos, ni con prepotencia, sino con la voluntad de la ciudadanía". Ah, y cuando vuelva a enviar a sus funcionarios a una reunión, que lleguen solos, no con guaruras para tratar de amedrentar a vecinos de esa y de otras colonias que solidariamente estvieron ahí para apoyar.
