El diputado local panista Fernando Rodríguez Doval dijo que históricamente el Distrito Federal ha tenido un estatus jurídico muy particular, que se ha traducido en que sus ciudadanos no tengan plenos derechos políticos como los que tienen los ciudadanos de otros estados y que dicha disfuncionalidad de nuestros órganos de Gobierno se ha traducido en malos servicios.
El legislador juarense, presidente de la Comisión Especial para la Reforma del DF en la Asamblea Legislativa del DF (ALDF), mencionó que desde que comenzó esta legislatura han buscado avanzar en el tema que ha quedado detenido desde hace más de diez años. Recordó que en 1996 fueron las últimas reformas sustanciales, que permitieron la elección del Jefe de Gobierno, la de los jefes delegacionales; en 2001 se pretendió profundizar en estas reforma pero no se logró, finalmente hoy se ha logrado un acuerdo entre los diferentes partidos políticos representados en la ALDF que se pondrán a consideración del Congreso de la Unión.
En una entrevista radiofónica con Eduardo Ruiz Healy, Rodríguez Doval afirmó: "Queremos profundizar en la democratización y autonomía del propio Gobierno del DF, ver la posibilidad de que pueda tener una Constitución, misma que sea elaborada en al ALDF y se modifique en el Congreso". Agregó que asimismo buscan dotar de facultades plenas a la Asamblea, pues actualmente no puede decidir sobre el techo de endeudamiento, no puede iniciar reformas constitucionales, no forma parte del constituyente permanente, a diferencia de los demás Congresos estatales.
Diputado por el distrito 20 local, que abarca territorios de las delegaciones Benito Juárez y Álvaro Obregón, Fernando Rodríguez agregó que por otro lado "es la reforma más importante que tiene que ver con los órganos que hasta ahora se han conocido como delegaciones, las demarcaciones territoriales, a las cuales estamos otorgando más facultades, estamos empoderándolos, pero al mismo tiempo estamos creando al interior de ellas consejos de Gobierno similares a los habidos en los municipios".
Recordó que los panistas proponían la municipalización de las delegaciones para que pudieran tener personalidad jurídica propia; sin embargo, sólo se pudo lograr que las delegaciones puedan tener autonomía presupuestaria, así como atribuciones en establecimientos mercantiles y de desarrollo urbano.
